Just saw the Luke Brooks no-try... if a kick is travelling upwards at the time of contact, then it's a charge down. Is that not what happened there?!
I guess arguably the charge down has to be intentional... or maybe not, according to the letter of the law

So for arguments sake if a player puts in a grubber - a real worm burner - but it unpredictably takes a sharp bounce in front of the fullback and he knocks it down from above his head. Charge down applies to a ball that's rising off the kicker's boot. Not a rebound off your own leg.
