If they punt Brailey and they get under the cap before the season starts the first in rule doesn't matter, if they punt him after the season starts Johnson is still not going to be able to play until that happens. So what does signing Seggy help with in regards to the rule?

Im suggesting theyve signed seggy for enough less than they are paying the older brailey that if they can move him on they will be under the cap. Seggy provides the cover they will need from moving brailey on

DT article says they haven't spent their cap this year , therefore hoping to avoid axing a player. Dont clubs normally get fined their breach and then also get their cap reduced by that breach. Reports are 500K , so Im guessing they are axing a player , they also have 1 spot to fill.

It's not a hard and fast rule. Ridiculous. De Belin (allegedly) rapes a woman and the dragons get his entire salary in cap relief, when Rapana dislocates his shoulder representing his country we get half (or less) of his... I know it’s not the dragons fault, but he is a member of their club and represents them at all times while he in under contract. I cannot believe how the NRL is run.

*edit* I just read the clubs are wanting to be able stockpile the cap relief for following seasons so they can use it to sign marquee players! Surely even the NRL wouldn't allow that.
