This is a case where a team should be able to decline sending to the video ref. He knows he hasn’t scored, should be allowed to go back and play it to maintain the momentum of the play and not give the opposition a breather

Some tough calls there. Kelly was picked up after his arm touched the ground and they were going to drag him over the sideline so he passes it. What is the difference between passing off the ground and passing after the referee has called held?
Then he barely touches the Roosters player (Manu?) and gets one of the softest sinbins in history.
