Where do you rate Tonga in the scheme of things? Better than NZ? Competitive for 60 mins with a state of origin team?

Yeah I like him. The Pacific Islands have always been union countries, but it seems Aust and NZ just wants to take every player on offer for the AllBlacks and Wobblys and do sweet FA to develop the nations in their own right. Unions loss is leagues gain. Keep giving these nations a stage and encourage and support players to play for their countries and the game will grow. So how do you capitalise and build on this? Some sort of mini series between Tonga, Samoa, PNG, Fiji to coincide with state of origin with the winner joining Aust and NZ in an end of season tri-series?
