Perception is reality Todd, and your mob is on the nose with fans
The NRL Integrity Unit’s prime duty is to investigate poor player behaviour. However, any cursory glance at social media will show you that lots of fans think the major integrity issues in the game emanate from those who are running it.
There is a prevailing attitude among a huge number of fans that third-party agreements have created a chronically uneven playing field, where the have-nots are at the mercy of the haves, and that the CEO is doing nothing about it – and is possibly even okay with it.
If Greenberg and his crew want to avoid losing their lucrative positions, there are three things they should do immediately to get the fans back on side.
1. Release the aggregate values of third-party agreements for each club
2. Greatly increase the scope and independence of salary cap auditing
3. Become more transparent and visible

The rich clubs hold all the power unfortunately. I was having a beer with JR an few months ago he mentioned that getting rid of the salary cap all together would be the best thing to happen to us. Our team is flush with cash but no way to transfer it into third party deals.

NRL talking to clubs to publish figures on TPAs
The NRL will retain third-party agreements outside the salary cap but is considering publishing the total amount each club's players earn through private sponsorship deals.
Club chief executives were last week shown a breakdown of third-party agreements, which revealed only three clubs had players whose combined earnings from private sponsorships exceeded $500,000 in 2017.
