Additionally, change the ladder so you get 4 points for a win, none for a loss. Then in the event of a golden point game, the winner gets 3 points and the loser gets one point.

They are different actions that carry different punishments according to predetermined guidelines. The match review committee's job isn't to determine punishment, it's to determine the type of offence and the grade of the offense. The punishment is predetermined.
