My understanding is that it is/was part of the City to the Lake masterplan to build land bridges across Parkes Way, either cut and cover or tunnelled. Has the reason for their slow action been explained? Maybe the men on the ground were more than willing, but the order from above was to hold back. I honestly don't know, but it seems unless an explanation has been given recent discussion is somewhat irrelevant.
