i could be wrong, but isnt there a date during the year when if you sign someone mid season - they actually go onto your 2nd tier cap?

I thought the commentators during the Manly game stated that Luciano was signed to the dogs.

Like it or not a Draft when run correctly... Works for all teams. However for it to be run correctly, You also need correct Free Agency (restricted/unrestricted) etc, And a Trade system. i think there is only 2 options that can solve this issue... either have trades as an option.. so like in US pro sports if a player is unhappy etc he can request a trade(the club can choose to trade or not).. Sisa Waqa interview: Pre season training. Lot different from what we do in Melbourne. Given that Melbourne have been the benchmark for years, I'm not sure that that is a good thing. Im sorry but in the end.. this is the way north american sports do it. Even if tactical to get drafts.. every club in a sport with a salary cap should.
